At a glance
Company: USR Electronic Systems
Founded: 1984
Size: over 500 employees
Sector: Electronics Manufacturing Services (EMS)
Industries served: Medical, security and defense, aerospace, communication, industrial & solar.
The challenge: High Mix / Low Volume defense programs generating heavy quoting workload and complex sourcing workflows
The result: Quote turnaround time cut by 90%, with full BOM pricing returned in minutes, per USR
Now running: Contract pricing, RFQ workflow, compliance tracking, lifecycle risk monitoring, and access and inventory management
The Challenge: High Mix, Low Volume at Speed
USR Electronic Systems has been building electronic cards and systems since 1984, covering supply chain, engineering, manufacturing, and logistics for customers in medical, security and defense, aerospace, communication, industrial, and solar, across the full range from mass production to low volume, high mix. These are industries where getting it wrong is expensive.
Over the past few years, USR has seen a significant surge in pricing and procurement activity, particularly on defense programs. Every project brings a different BOM, different quantities, and a different set of sourcing constraints, so there is no economy of repetition and no way to amortize the work across volume.
The bottleneck was quoting. USR was not starting from scratch: the team already had a system that handled partial quoting, covering a portion of each BOM automatically. The rest still fell to a buyer working line by line, finding each part, checking availability across distributors, comparing prices at the right quantity break, accounting for minimum order quantities and packaging, and assembling it all into a quote the customer could act on. For a single complex board, that remaining work consumed most of a day. Multiply it across a pipeline of defense projects and the math stops working.
"This operational environment is typically characterized by a High Mix / Low Volume model, which generates a heavy workload and highly complex workflows."
Alex Rozenberg, Strategic Procurement Manager, USR
Why USR Chose Parter
USR did not buy on a demo. The team ran a comprehensive evaluation of several comparable systems on the market, benchmarked against their own bills of materials.
What separated Parter was consolidation. Most tools in this category solve one slice of the problem. Parter brought three critical domains together in a single platform:
- Supply chain management: Real-time pricing, stock, and lead times across distributors, with alternatives and second sourcing surfaced automatically when a part goes into shortage.
- Risk management: Continuous lifecycle monitoring that flags obsolete and end-of-life parts, parses PCNs automatically, and exposes single-source risk before it reaches production.
- Compliance management: RoHS, REACH, and country of origin tracked at the part level, so compliance exposure appears during quoting rather than after the commitment is made.
"We conducted a comprehensive evaluation of several similar systems on the market and concluded that Parter provides the best and most holistic solution."

The Result: Quoting at the Speed of the Opportunity
USR puts the improvement at roughly 90% off its quote turnaround time. Work that used to consume a buyer for the better part of a day now happens in the time it takes to drink a coffee, and the whole BOM is covered rather than only the portion the previous system could reach. A BOM goes in, and a complete, priced, sourceable quote comes back.
"The ability to upload BOM files or MRP data into the system and receive pricing and results within minutes is nothing short of a game changer for us. This process, which previously consumed countless work hours, is now executed with remarkable speed and efficiency. This time saving allows our buyers to reallocate their resources and focus on more strategic, high-value tasks for the organization."

Built Around How USR Actually Buys
Speed only counts if the numbers are USR's numbers. Parter was configured against the company's real commercial reality:
- Contract pricing: USR's negotiated distributor agreements are built into the pricing engine, so quotes reflect what USR actually pays rather than list prices.
- Real sourcing constraints: Minimum order quantities, packaging quantities, lead times, and supplier stock are carried through into the quote.
- RFQ workflow: Buyers generate an RFQ directly from a BOM and share it with suppliers by link. Once a supplier responds and the quote is approved, those prices feed automatically into the sourcing decision alongside distributor pricing.
- Territory restrictions: Cases where a distributor lists price and stock but is not authorized to sell that manufacturer into USR's market are being built into source selection.
Onboarding and Fit
USR was up and running quickly. Parter adapted to the company's existing file formats, negotiated terms, and supplier relationships rather than asking USR to change how it already works.
"The system is characterized by its simplicity and user-friendliness, making the onboarding and integration process incredibly smooth and convenient. We can highly commend the outstanding collaboration from the Parter team. The connection between USR and Parter has evolved into a true business partnership."
Alex Rozenberg, Strategic Procurement Manager, USR
For a procurement organization, that fit matters as much as the feature list. Sourcing conditions shift, distributors get added, commercial terms get renegotiated, and a platform that keeps pace with all of it is worth considerably more than one that has to be worked around.
What It Means
For an EMS provider, quoting speed is competitive position. The faster USR can return an accurate, sourceable price on a complex defense BOM, the more opportunities it can pursue and the more confidently it can commit. Parter turned that from a constraint into an advantage, and freed a team of experienced buyers to spend their time on the sourcing decisions that actually require judgment.
"We serve a wide range of market segments, from low volume & high mix to mass production, and every one of those partners expects fast, agile, and accurate data responsiveness. We’re happy to share that our objectives have been delivered with Parter’s great solution, and we're quite certain that our partners will gain from it."Eddie Guez, CEO, USR Electronic Systems
